What is a Special Casual Leave?

Who is Eligible for SCL?

The Special Casual Leave is for every employee who works as a member of the central government, state government, or in any Public Sector Organisation.1 However, there are different sets of rules and regulations for different personnel.

Government Employee: The foremost requirement to apply for leave is that you have to be a regular government employee, whether it be under central, state, or local.

Cause for the Leave: The employees must have a reasonable purpose to ask for the special leave. There are specific reasons scheduled by the government:

  • Special casual leave for family welfare schemes
  • Special casual leave for sporting events, trekking, mountaineering
  • Special casual leave for attending meetings of scientific associations and cooperative societies etc
  • Special casual leave for union association activities
  • Special casual leave for appearing in departmental examinations

Service Duration: There is a specific duration that an employee needs to have completed to apply for a Special Casual leave. It must be 1-2 years to be eligible for SCL.

Leave Balance: To avail of the SCL, an employee is required to balance his leave, i.e., for acquiring a special leave, an employee must have a great record of his services and less number of leaves throughout a calendar year.

General Principles of Special Casual Leave

  1. Special casual leave is not a recognized form of leave and a Government servant on special casual leave is not treated as absent from duty.
  2. Special casual leave must not be granted so as to extend the term of leave beyond the time admissible under the rules or to cause evasion of rules regarding the date of reckoning pay and allowances, change of office, commencement and end of leave, or return from duty.
  3. Special casual leave can be combined with regular leave or casual leave, but not with both.
  4. Where the maximum permissible limit of special casual leave is in terms of days as distinct from working days.  Sundays and closed holidays intervening in a period of special casual leave are not to be ignored for determining the maximum entitlement of special casual leave for a specific purpose.
  5. Leave travel concession can be availed of during special casual leave.
  6. The grant of special casual leave for specific purposes is governed by the provisions contained in the subsequent chapters.2
